The Kings River Conservation District has done an incredible job telling the story about how snowpack is measured, that there is new technology that can make the snow measurement far more complete and accurate, and how that increased knowledge of snow conditions would allow for much higher optimization of annual flood flows by being able to accurately predict their timing.
