FID BOD Names Bill Stretch General Manager-Designate


Fresno Irrigation District names Bill Stretch General Manager-Designate; Stretch to take over for long-time manager Gary Serrato in January 2019.


Fresno Irrigation District's (FID) Board of Directors has unanimously appointed Bill stretch as FID's next General Manager. Stretch currently servers as FID's Assistant General Manager.


Stretch will assume the General Manager duties on January 15, 2019, when long-time leader, Gary Serrato, retires. Serrato joined FID in 1986 and has held the General Manager title for 19 years. Serrato will continue to serve FID as an adviser upon his retirement.


Stretch joined FID in 1998 and has held several positions of increasing responsibility during his tenure, including serving as the Chief of Engineering for 11 years. He has been the Assistant General Manager for the past five years. Bill grew up on a family farm in Merced and Madera counties and is a licensed Civil Engineer. He graduated with a BS in Agricultural Engineering with an emphasis in Water Resources from Cal. Poly. at San Louis Obispo.


Stretch has extensive experience working with elected boards, influencing and contributing to public relations virtues, as well as local, state, and federal agency interactions. During his tenure at FID, Stretch led a $20 million capital improvement program which focused on improving service to the growers through canal modernization and upgraded infrastructures. Bill has also overseen the construction of numerous groundwater recharge basins, totaling over 400 acres, including the recently constructed Waldron and Boswell Groundwater Banking facilities with the District.
