Fresno Irrigation District names Bill Stretch General Manager-Designate
Stretch to take over for long-time manager Gary Serrato in January

Fresno Irrigation District's (FID) Board of Directors has unanimously appointed Bill Stretch as
FID's next General Manager. Stretch currently serves as FID's Assistant General Manager.

Stretch will assume the General Manager duties on January 15, 2019, when long-time leader Gary
Serrato retires. Serrato joined FID in 1986 and has held the General Manager position for 19 years.
Serrato will continue to serve FID as an advisor upon his retirement.

Stretch joined FID in 1998 and has held several positions of increasing responsibility during his
tenure including serving as the Chief Engineer for 11 years and has been the Assistant General
Manager for the past five years. He is a licensed Civil Engineer and graduated with a major in
agricultural engineering and an emphasis in water resources from California Polytechnic University
at San Luis Obispo. He grew up on a family farm in Merced and Madera counties.

Stretch has extensive experience working with elected boards, public relations, as well as local,
state and federal agency interaction. During his tenure at FID, Stretch led a $20 million capital
improvement program, focusing on improving service to the growers through canal modernizations, and
upgrading aging infrastructure. Stretch has also overseen the construction of numerous groundwater
recharge basins totaling over 400 acres including the Waldron and Boswell Groundwater Banking

legacy, but he is also the leader to guide the District into our next century of service," stated
Board President Ryan Jacobsen. "Bill understands all the unique aspects of the District, its
history, and, most importantly, has a vibrant vision for its future."
